Mr. David Zacharia Kakwaya is a seasoned legal professional and Principal State Attorney with over 20 years of experience representing the Government of Tanzania in complex civil litigation and arbitration matters at both domestic and international levels.
He currently serves as Assistant Director of Domestic Arbitration in the Office of the Solicitor General, a position he has held since January 2023. In this role, he leads and supports arbitration proceedings, dispute resolution strategies, and legal advisory services on high-value government matters.
Mr. Kakwaya possesses extensive expertise in extractive industries, oil and gas law, international investment law, and commercial arbitration. He has played a key role in advising the Government on contract negotiations, dispute prevention, and risk mitigation in major strategic projects.
Since 2015, he has served on multiple boards and continues to contribute to various Government Special and Technical Committees, providing strategic legal guidance on complex transactions and disputes. He is also actively engaged in global legal policy, currently participating as a co-state delegate in the Investor-State Dispute Settlement (ISDS) reform negotiations under the United Nations Commission on International Trade Law (UNCITRAL), held in New York and Vienna.
Mr. Kakwaya holds a Master of Laws (LL.M) in Oil and Gas Law from the University of Aberdeen, United Kingdom, and a Bachelor of Laws (LL.B) from the University of Dar es Salaam.
He brings to the Board strong expertise in dispute resolution, international arbitration, and strategic legal advisory, contributing to sound governance and risk management.
